Another police report

I just prepared another police report and will submit it to the police later this morning.

I am not sure if there is going to be any use in my reporting to the police as our investigating officer (IO) that dealt with my case in December 2016 did not even know that a club can have a financial year end on any month end other than December 31st. The IO simply did not accept that there can be any other year-end despite my explanation to her. She could not accept that the Lions Clubs had a financial year ending on 30th June.

The police wrote and received bank statements from Alliance bank and were thus able to confirm that it is true that the Lions Club of Kota Kinabalu Host did have one extra project bank account in Alliance Bank.

The IO could have easily verified with ROS that the third bank account in Alliance Bank was not reported to ROS. The police could have checked with members of the club I had suggested to them to check but I understand they did not.

In addition there were another two bank accounts in Hong Leong Bank under the name ‘Lions Club of Kota Kinabalu’. The police should have been able to verify that these two accounts were also not lodged with ROS.

By interviewing the Lions Club members, I had suggested to them, it could have easily been verified that all the 3 bank accounts were never disclosed to the Board of Directors or ordinary members of the club.

Questions to Bank Negara and to Alliance bank on how it was possible for a club to open three bank accounts and maintained for more than 10 years under the name of Lions Club of Kota Kinabalu Host when this name was only approved by ROS in November 2016 was answered with a ‘ This is confidential information’.

Is this what they mean by Malaysia Boleh?

In Malaysia it is possible to open a bank account in a name of a club not registered with Registry of Societies.

Well, I hope the police will act on this report this time and not sweep it under the carpet.

From what I understand, having dealt with the Investigating Officer, if we see a hit and run accident we cannot report to police because we do not have locus standi.
Providing information is not good enough; we have to give documentary evidence of what we saw.
