Barry Palmer - Past Presidents Council’s Secret bank accounts

Here are 3 secret bank accounts operated by the Past Presidents Council. These bank accounts were never known to members until I discovered them and informed the members.

However, neither LCI, District Governors or Past District Governors have asked to examine the secret bank accounts.
Now, an International Past President (IPP), Barry Palmer has promised to investigate the matter of LCIF funds being mismanaged both by LCIF and Lions Club of Kota Kinabalu Host.

Here is the first of the three bank accounts. Please note that this statement is not type written because Past President Joseph Chai is not conversant at typing.

The heading clearly states "Past Presidents' Council Bank account. 
The Bank Account is in Hong Leong Bank.(The clubs account is with Alliance Bank.)
It states that it is used for Club House expenses.
The statement is prepared by Joseph Chai as Treasurer and PDG John Ho as Chairman of the Past Presidents' Council.


Here is the second account operated by the Past Presidents' Council.
This account is also in Hong Leong Bank.
It states that all overseas Joint Projects with Korea and Japan is banked into this account.
From this account RM11,032 was transferred to special purpose account and club renovation and cleaning and transport.
The authorised signatories are as stated on the statement:
John Ho -Chairman
CC Pung- Secretary
Joseph Chai -Treasurer
Tan Sing Ben - Club House
There is a balance in the fixed deposit that is unbeknown to most members of RM 58,934 as at June 2012.
This fixed deposit is accumulated over the years after all expenses such as entertainment and golf games.
It should be noted that all directors including me in 2015/2016 had no idea of bank accounts and fixed deposits in Hong Leong Bank.


Here is a bank account in Alliance Bank. This account is over and above the two bank accounts in this Bank known to all members. This Bank account is known only to the Past Presidents Council.

This account as stated is used as a clearing account.
Note that RM6,000 from water project was transferred to this account.
Air conditioners were bought with this amount.

As such, excess of grant money given by LCIF for water projects were utilised for the wrong purpose.

Now, money received from LCIF for the Talantang Hostel project in 2017/2018 was banked into which account? How was it utilised? Was it audited? These are questions that Barry Palmer should look into or get LCI to get leaders in Sabah to check.

Why has LCIF and LCI avoided answering my emails?
